Microsoft 365 Copilot Cowork is the task-oriented part of Microsoft 365 Copilot. Cowork became generally available worldwide on 16 June 2026. Its main difference from regular Copilot Chat is action. Chat produces an answer or draft. Cowork can break down a longer assignment, use tools and perform actions while you inspect and approve sensitive steps.

Important before you start

Cowork requires a Microsoft 365 Copilot user subscription licence and usage-based billing enabled by an administrator. Consumption is measured in Copilot Credits. Treat output as a draft, review recipients and sources, and start with a bounded pilot group.

01What Copilot Cowork actually is

Cowork is a task environment inside the Microsoft 365 Copilot app. Microsoft describes it as an agentic system, not as a single agent. It can combine multiple models, sources and skills. The user remains in charge and can follow, steer, pause or cancel the work.

Cowork uses your existing Microsoft 365 permissions. It only sees data that you are allowed to access. Work context can include emails, calendar events, Teams conversations, people and files in OneDrive or SharePoint.

03Access, licences and costs

You can access Cowork through m365.cloud.microsoft and the Microsoft 365 Copilot desktop app for Windows and Mac. Microsoft also lists mobile, Outlook and Teams support, with features varying by platform.

User licence

The user needs a Microsoft 365 Copilot User Subscription License. A regular Microsoft 365 licence with web-based Copilot Chat alone is not sufficient.

Enable billing

An administrator links a billing method and activates usage-based AI experiences in the Microsoft 365 admin centre.

Policies and limits

Administrators can set access, monthly limits, alerts and hard spending caps for users or groups.

The official start guide lists Anthropic models enabled in the tenant as a prerequisite. Administrators manage available model families.

How Copilot Credits are consumed

Task costs depend on four inputs: model use, context retrieval, tool calls and runtime. Image generation and browser work can also consume credits. There is therefore no reliable fixed price per assignment.

Check direct consumption with /cost

Users do not have to wait for the admin centre or an invoice to inspect consumption for an active task. Open a Cowork session in which work has already been performed, type /cost in the prompt field and press Enter. Cowork then reports inline how many Copilot Credits that task has consumed.

Measure the baseline

Run /cost before starting a new representative step and record the reported credits.

Have Cowork create one report, conduct one piece of research or compare one defined group of files.

Measure again

Run /cost afterwards. The difference provides a practical indication of the incremental credit use of that step.

Capture purpose, scale, sources, model, runtime and credits to build useful cost assumptions.

Credits are not the same as your invoice

/cost reports consumption for the relevant task, not total tenant consumption and not automatically a final price in your currency. Final cost also depends on your payment model, contract, prepaid capacity and discount tier. Use the Cost Management dashboard for organisation-wide control. Microsoft also noted during introduction that /cost did not work immediately in every tenant.

Pay as you go or buy credits up front?

Microsoft offers two types of prepaid credit alongside pay-as-you-go. They are different products suited to different consumption patterns.

Simple decision rule

Start with pay as you go. Buy a capacity pack only when measured monthly use repeatedly approaches a multiple of 25,000 credits. Consider P3 only when you have a stable annual forecast and enough scale to benefit from the discount tiers. Include other eligible Copilot services in the calculation.

If you combine capacity packs, P3 and pay-as-you-go, Microsoft uses them in this order: capacity packs first, P3 second and pay-as-you-go last. Review consumption in both the Microsoft 365 and Power Platform admin centres because multiple services may use the same capacity.

Practical cost approach

Start with ten to twenty recognisable tasks and measure consumption for at least two full usage periods by task type, team and service. Base any pack or annual commitment on proven baseline use, not an optimistic growth scenario.

A good Cowork assignment includes an outcome, context, sources, method, boundaries and checkpoints.

Six building blocks

  • Outcome: what must be ready at the end?
  • Context: which project, team and audience?
  • Sources: which files, conversations, people and period?
  • Steps: which order or intermediate output?
  • Boundaries: what must not be changed, sent or shared?
  • Control: where should Cowork stop for approval?
Create a July project report for Project Atlas. Use only: - the Project Atlas SharePoint folder; - my July Teams conversations with the project team; - meetings with "Atlas" in the title. Work in this order: 1. Create a table with milestone, owner, status and blocker. 2. List missing or conflicting information separately. 3. Create a Word document of no more than four pages. 4. Prepare a draft email with three decisions and open actions. Do not send anything. Let me review the report and recipients first. Add the source for every important conclusion.

07Working with context and files

You can add Microsoft 365 work context, select cloud files or upload local files. Cowork saves created files in your OneDrive and SharePoint workspace. Always inspect permissions and sensitivity labels for confidential work.

08Approvals, pauses and steering

For sensitive actions such as sending email, posting in Teams or scheduling a meeting, Cowork presents an approval request. Review content, recipients, attachments, date and technical parameters before allowing the action.

  • Approve once: Cowork performs only this action.
  • Do not ask again: permission applies to similar actions in the current session only.
  • Soft pause: the current step finishes before Cowork pauses.
  • Hard pause: the running step is interrupted immediately.
  • Cancel: ends the task when the outcome or approach must change.
Safe default

During the pilot, have Cowork prepare all external communication as drafts. Approve sending only after human review.

09Tasks, schedules and automation

My tasks shows work that needs input, is in progress, is complete or is scheduled. Scheduled prompts can run repeatedly. Microsoft also documents event-driven tasks, such as work triggered by a matching email or Teams message.

Automated tasks run with the creator's permissions. Shared-system actions require approval by default unless they were pre-authorised. Microsoft applies rate limits, loop protection, audit logging and Purview policies.

  1. Run the assignment manually several times first.
  2. Document sources, exceptions and expected output.
  3. Check average Copilot Credit consumption.
  4. Schedule it at a safe frequency with a clear owner.
  5. Review quality, cost and permissions periodically.

10Skills and plugins

Skills teach Cowork how to perform a type of work. Built-in skills include Word, Excel, PowerPoint, PDF, email, scheduling, calendar management, meetings, daily briefing, enterprise search, deep research, communications and Adaptive Cards.

Create custom skills

You can create a skill through Customize, by asking Cowork in chat or by placing a SKILL.md file in OneDrive under /Documents/Cowork/skills/. Microsoft documents a maximum of fifty custom skills.

Microsoft does not validate user-created skills. A skill contains instructions that steer Cowork. Upload only trusted files, read the instructions and test every change in a new conversation.

13Limitations and pitfalls

  • No accuracy guarantee: documents and messages can contain inaccurate or ungrounded claims.
  • Complexity: long tasks with many dependencies can slow down, be misinterpreted or end incomplete.
  • Permission dependency: Cowork does not fix excessive existing access.
  • File limits: no local files without upload, no deletion in OneDrive or SharePoint, no encrypted files and a 200 MB attachment limit.
  • Language: Microsoft states that Cowork is optimised for English. Carefully test other languages and specialist terms.
  • Skills and plugins: quality and safety also depend on their author and publisher.
  • Variable costs: a broad task can activate many sources, models and tools.

14Security, privacy and governance

Actions run through the user's Microsoft 365 account. Microsoft states that prompts, responses and data accessed through Microsoft Graph are not used to train foundation models. Files are processed in a temporary isolated environment within the Microsoft 365 service boundary and that environment is removed after the task.

  • Manage access, discoverability, billing, limits, models and plugins in the Microsoft 365 admin centre.
  • Use Microsoft Purview for audit, eDiscovery, data lifecycle, Insider Risk Management, Communication Compliance and data security.
  • Review which models act as subprocessors. Microsoft documents Anthropic models as well as Microsoft-hosted models.
  • Edge browser use follows existing sign-ins, conditional access, browsing policies and audit logging when enabled.
  • Review permissions before rollout because Cowork inherits existing rights, including unintended excessive access.
Do not delegate without human review

Do not use Cowork autonomously for hiring, appraisal, credit, healthcare, insurance or legal-status decisions. Microsoft explicitly warns against uses with consequential effects on people's rights or opportunities.

Is Cowork included in my Microsoft 365 subscription?

Not in every subscription. You need a Microsoft 365 Copilot user licence and an administrator must enable usage-based billing.

Can Cowork send something without my approval?

Sensitive actions require approval by default. Similar actions may be allowed for the remainder of a session, and scheduled tasks can sometimes be pre-authorised. Add organisational controls for higher-risk work.

Where are Cowork files saved?

Created files are saved in your OneDrive and SharePoint workspace and can be previewed or downloaded from the side panel.

How many custom skills can I create?

Microsoft documents up to fifty. A SKILL.md file may be up to 1 MB and a skill can include up to twenty companion files totalling 10 MB.

How can I see the cost of my current Cowork task?

Type /cost in the open Cowork session. Cowork reports that task's consumption in Copilot Credits. To approximate the incremental use of one step, record the value before and after it. Use the admin centre for consolidated reporting and the final cost picture.

Does Cowork replace Power Automate or Copilot Studio?

No. Cowork is useful for flexible, human-delegated knowledge work. Power Automate and Copilot Studio remain important for deterministic automation, advanced integrations and centrally governed solutions.
